This paper reproduces the text of a talk delivered to members of the USI by the author on 25 August 2004.

Shri A.K. Dave’s career in the Indian Police spanned thirty years from 1942 – 1972. He joined the Intelligence Bureau (I.B.) in 1954 where he served for eighteen years. In the last seven years before his premature retirement in 1972 he served as Joint Director I.B. and Director ARC (Cabinet Secretariat). He was closely involved with the workings of the I.B. during the period that led up to the events culminating in the disastrous conflict of 1962. His monograph sheds light on these events from this perspective. In doing so, the author has attempted to build a strong basis for Sino-Indian friendship so that renewed ties can be forged unimpaired by misunderstood facts of history.

This occasional paper marks the first of a series of monographs being brought out by the USI Centre for Armed Forces Historical Research on various aspects dealing with the military history of India.
