The Center for Strategic
Studies and Simmulation (CS3), United Service Institution of India (USI) organised
a Combined Operational Review and Evaluation (CORE) programme for senior
officers of the rank of Major General and equivalent from the three armed
forces, from 8-12 May 2023.
The
programme comprised of lectures and panel discussions that brought key
contemporary issues to the forefront. The first session on the theme - “India
and its Strategic Interests” encompassed the “G-20 Presidency and India’s Arrival
at the Global Platform, Examining Opportunities Versus Challenges”. This was
followed by a discussion on “China’s Evolving Strategic Discourse on India,”
highlighting events from Doklam, Galwan, to Arunachal Pradesh.
The
second session on the theme - “Jointmanship, Integration, and Theaterisation”
focused on revamping “India’s National Security Architecture”, specifically,
integrating the country’s armed forces in the planning process and the modernisation
of the Army in response to emerging threats. This was followed by discussion on
“Theaterisation – Role and Mandate of Integrated Commands.”
The
third session on the theme - “Changing Nature and Character of Warfare”, delved
into the changing nature of warfare, drawing lessons from the Russo-Ukraine
War. It was followed by a discussion on “Multidomain Operational Capabilities
to Execute Operations against Northern Adversary” and “Dynamics of Indo-Pacific
Region: Contestation, Competition & Cooperation.”
The
fourth session on the theme - “Non-Kinetic Aspects of National Security”,
included a lecture on “Emerging Technologies for Disruptive Effects in
Non-Kinetic Engagement”. This was followed by a discussion on “Strategic
Communication.”
The
fifth session on the theme - “Leadership & Outreach by Armed Forces for
Collaboration”, entailed a fruitful discussion on leadership and the art of
negotiations. It was followed by a discussion on “Outreach by Armed Forces for
Collaboration, Engagement with Indian Defence Industries, and Scientific
Community.” The CORE program successfully undertook a comprehensive assessment
of various Indian strategic trends and concerns, nationally, and globally.
