PRESIDENT’S REPORT FOR 2009

1. Gentlemen, it gives me great pleasure to welcome you to the fifth meeting of the present Council. It is my privilege to present the report covering important activities at the United Service Institution of India during the year 2009. A copy of the report has been placed on the table and will be included in the Minutes as an Appendix. Copies will subsequently be forwarded to Life Members also.

Finances

2. Audited accounts for 2008-09, Revised Estimates for 2009-10, and Budget Estimates for 2010-11 are already with you. Our Chartered Accountant has been invited to clarify any points that you may have on the Balance Sheet.

3. The finances of the Institution continue to be healthy. However, Corpus of the two Research Centres (CS3 and CAFHR) need to be built up.

USI Journal
5. 12,000 copies of the USI Journal are being printed since the first quarter of 2007.  The price since 01 Jan 2008 is Rs.150/-.  About 420 copies are being subscribed on yearly to three yearly basis.  55 units / formations have also taken 20 year subscriptions, the rate for which is Rs.10,000/-.

USI Digest
6. 2000 copies of the USI Digest continue to be printed, with 1800 being taken by the three Service Headquarters, and 33 being subscribed  by others.  Sale price is Rs.100/-.  Service Headquarters are supplied at Rs.70/- per copy. 

Library
7. Books. During the period 01 Nov 2008 – 31 Oct 2009, 342 books were purchased, 54 received for review and 166 received on a complimentary basis.

Seminars
8. Services Related Seminar.  A Seminar on “Use of Indian Military in Out of Area Contingencies : Strategic Use of  Military Power in the Regional Context” was held on  12 Aug 2009 with participation from NDC, DSSC, CDM and Army / Navy / Air Force War Colleges.  Proceedings have been published.

9.  Sponsored Seminar.  An international seminar on “Peace and Stability in Afghanistan – The Way Ahead” was held on 06-07 Oct 2009 with participation from Afghanistan, Pakistan, Iran, Uzbekistan, Tajikistan, China, Russia, USA, EU, ICRC and India.  It was sponsored by ARTRAC and supported by MEA, and was well attended.  Proceedings are being published shortly.10. Joint Seminar.  A Seminar on “Network Centricity and National Security” was conducted on 04-05 Nov 2009 at DRDO Bhavan jointly with DGIS and CII.

11.  National Security Seminar 2009.  This was held on 25 and 26 Nov 2009 on the subject of “Rising China : An Opportunity or Strategic Challenge”.  Ten foreign participants from China, Japan, South Korea, Phillipines,  USA and Taiwan also presented papers.  It was well attended.  Proceedings are being compiled for publication.

Lectures/Round Table Discussions

12.   Seventh Maj Gen Samir Sinha Memorial Lecture.   The lecture was delivered on  29 Apr 2009  by Shri Arun Shourie on “India’s Defence Policy – Shaping National Security”, and has been published in the USI Journal for Apr – Jun 2009.

13. Thirteenth Col Pyara Lal Memorial Lecture.  The lecture on “Cyber Warfare and Its Implications for National Security” was delivered on 21 Oct 2009 by Shri KVSS Prasad Rao.  The text is being published in USI Journal for Oct – Dec 2009.

14.  National Security Lecture 2009. The lecture on “India as a Knowledge Power” was delivered on 16 Dec 2009 by Dr Pratap Bhanu Mehta and will be published in the USI Journal for Jan – Mar 2010.

15.  Other Lectures and Discussions.  List of these is at Annexure  attached.

National Security Paper 2009
 16.    The paper on “National Responses to Terrorism” has been written by Dr Ajai Sahni, and being published as a monograph.

Interaction with Foreign Institutions / Individuals

17.  Bangladesh Institute for Peace and Security Studies (BIPSS).  This was held at USI on 19 and 20 Jan 2009.  A five member delegation led by Maj Gen ANM Muniruzzaman was hosted by USI.  Subjects discussed were security architecture in the region, the implications of rise of China, improving Indo – Bangladesh Relations, and rise of fundamentalism in South Asia.  In addition to own seminar, their interaction was arranged with CLAWS and NMF also.

18.  Institute for Strategic and Regional Studies (ISRS) Under the President of the Republic of Uzbekistan.  Mr D Kurbanov, Deputy Director, ISRS participated in the International Seminar on “Peace and Stability in Afghanistan – The Way Ahead” on 06 – 07 Oct 2009.  An MOU for academic interaction was signed with ISRS on 07 Oct  2009.   Bilateral interaction will start next year.

19.  China Institute for International and Strategic Studies (CIISS).  A five member delegation comprising Lt Gen PK Singh, Lt Gen VK Singh, Vice Adm AK Singh, Air Mshl Bharat Kumar and Cmde Rajeev Sawhney visited China from 11 to 17 Oct 2009.  The delegation also interacted with China Institute of International Studies (CIIS) and Academy of Military Science and called on Air Chief Mshl Ma Xiaotian, Dy CGS PLA.  Besides Beijing the delegation was taken to Dalian and Qindao .  It also called on the Indian Ambassador.

20. Cross-Strait Interflow Prospect Foundation, Taiwan.  A five member delegation comprising Mr Louis WH Tzen, Mr Yang Ming Sun, Dr Francis Yi Hua Kan, Mr Chuan-Yu Lin and Mr Yung Shen Chao was hosted by USI from 22 to 27 Nov 2009.  Mr Wen Chyi Ong, Representative of Taipei Economic and Cultural Center also participated in the bilateral discussions.  They also attended the Seminar on China, wherein a paper was presented by Mr Yung.  An MOU was also signed for academic interaction.

21. Okazaki Institute, Japan.  A four member delegation comprising Rear Adm Sumihiko Kawamura, Lt Gen Masahiro Kunimi, Vice Adm Hideaki Kaneda and Lt Gen (AF) Ogawa Takayoshi was hosted by USI from 25 to 28 Nov 09.  Subjects discussed were China, Japan-US Alliance, North Korean Nuclear / Missile Capability, Impact of Non-Traditional Threats to National Security, and Chinese Aggressive Activities in the South China Sea to Indian Ocean.  The delegation also participated in the China Seminar, wherein papers were presented by Lt Gen Kunimi, Lt Gen Ogawa and Vice Adm Kaneda.   

22. Participation in International Conferences / Seminars.

The Director participated in the Counter Terrorism Seminar at Dhaka from 22 to 26 Feb 2009 organised by Bangladesh Institute for Peace and Security Studies.

Brig VK Anand participated in the Conference on “Security in South Asia : Conventional and Unconventional Factors of Destabilisation” at Bavaria, Germany from 16 to 18 Jun 2009 at the invitation of Hanns Seidel Stifftung, and presented a paper on “Naxalites – Ideology, Strategy and Tactics”.

 Air Mshl SG Inamdar presented a paper on “India and Nuclear Non-Proliferation Lessons for Expanding Nuclear Security in the Middle East” during Conference on “Nuclear Energy and Nuclear Proliferation in the Middle East” held at Amman on 22 – 24 Jun 2009 at the invitation of Arab Institute for Security Studies.
 

(f)

Brig VK Anand presented a paper on “The Afghan Crisis Situation from the Indian Perspective” at the conference on “The Interlocking Security of Pakistan and Afghanistan” from 02 to 04 Nov 2009 at Bavaria, Germany at the invitation of Hanns Seidel Stifftung.
 

(g)

Dr Ajai Sahni participated in the Round Table Dialogue on “Opportunities for Peace and the Future of Kashmir” held at London on   26 Oct 2009 at the invitation of the Royal United Services Instutute (RUSI).
 

(h)

 Lt Gen VK Jetley participated in the Challenges Forum on peacekeeping at New York from 09 to 13 Nov 2009.

39.       97 entries were received this year as compared to 77 last year.

Conclusion

40.      With over  97 events, in addition to courses, contact programmes and research activity, the year has been a busy and satisfying one academically, particularly the international seminars on Afghanistan and China.
